Looks like the tank is missing a top and what is that cellophane on the bowl? I’ve seen construction workers who “go right through” if you know what I mean.

Don't you think the home was winterized? I would imagine the little stickey note on them says they've been winterized. Probably best to be prepared for those unpredictable Texas winters.
