Amended Development Agreement Shows Peter Brodsky Plans to Invest at Least $150M in RedBird Mall Redevelopment

The Dallas City Council on Wednesday authorized a fourth amendment to a redevelopment agreement for the Shops at RedBird project. 

The matter was a consent agenda item and wasn’t discussed publicly. A resolution authorized an amendment to developer Peter Brodsky’s Tax Increment Development, Chapter 380 Grant, and Chapter 380 Loan Agreement. It includes some project modifications that would allow the Office of Economic Development to approve a joint venture partner for the redevelopment or adaptive reuse of a former Macy’s department store. 

The joint venture partner could be a hotel, although Brodsky said last month there is no deal with a would-be hotel partner, according to The Dallas Morning News. The agreement also notes that the developer’s minimum investment requirement increased by $15 million, from $135 million to $150 million.  

Brodsky bought the $200 million mixed-use development at the southeast corner of Camp Wisdom and Westmoreland roads in 2015. An advocate for mixed-income neighborhoods and housing the homeless, Brodsky’s bold move in redeveloping RedBird — and offering hundreds of jobs in a predominantly Black community in southern Dallas — was hailed as progressive and impactful.

The City Council unanimously awarded a $5.8 million incentive package in April 2023 for Brodsky and Albertsons Companies to build a new Tom Thumb grocery store at RedBird. Residents who live near the development say there’s been no movement on construction.

Brodsky could not be reached for comment Wednesday.

    Yes, there has been no moments for the Tom Thumb store across from the Palladium of Redbird which we were excited.
    I would like the developer email to see if someone can just put up a brick wall to block our apartments. We are a seating target with the wide open field where on Oct 20th 2024 a shooting happened at 2am on the streets in Redbird some how during the shooting a stray bullet came into my bedroom at the Palladium of Redbird,
    I feel if a wall was around the field the bullet would have not traveled to our apartments.
