New $96.7M Senior Housing Community Breaks Ground in Dallas

As Dallas’ senior population continues to grow, a new housing development aims to meet the demand for affordable options tailored to aging residents.
On June 24, DHA, Housing Solutions for North Texas, and development partner Volunteers of America National Services broke ground on The Culbreath, a $96.7 million senior living community near Bonton in South Dallas. The 364-unit project will offer affordable housing specifically for residents aged 62 and older.


The development, located at 2770 Bethurum Ave., is named in honor of longtime affordable housing advocate and DHA Board Chair Betty Culbreath.
The new community will include 270 one-bedroom units and 94 two-bedroom units, with over half reserved for seniors earning below 50 percent of the area median income. Construction is expected to take 26 months, with completion targeted for summer 2027.


“We are excited to have broken ground on this important affordable housing community for Dallas seniors,” said Troy Broussard, president and CEO of DHA. “The number of seniors living in Dallas is expected to triple by 2050, so developing more affordable housing options for our low-income seniors is an important investment.”
Beyond its scale, the project focuses on aging in place and independent living. Amenities will include a furnished clubhouse with a business center, library, and game room, as well as a fitness room, pool, pickleball court, bocce ball court, and two dog parks.


“This isn’t just about housing — it’s about community,” said Deborah Welchel, vice president of development at VOANS. “We’re creating a space where seniors can age with dignity and independence while staying connected to the neighborhoods they know.”
The Culbreath is being developed through a mixed-finance public-private partnership that includes support from Amegy Bank, Comerica, Freddie Mac, and the Texas Department of Housing and Community Affairs, among others.
Once complete, it will be one of the largest new senior housing developments of its kind in Dallas — and a potential model for what aging-focused affordable housing can look like in other parts of the region.
