Why One Experienced Lake Builder Chose Emerald Bay at Cedar Creek Lake

Gary Payne has spent more than a decade building on Cedar Creek Lake, which means he knows what works — and what quietly becomes a problem later. That perspective is what led the Cedar Lux Properties founder to Emerald Bay, where he’s now delivering the community’s first spec home.
Located about an hour from Dallas, Emerald Bay at Cedar Creek Lake is a new gated community designed for full-time lake living. The development offers a mix of interior and waterfront lots, shared marina access, and amenities including a pool, pickleball and basketball courts, fire pits, and a playground.



Payne, a Cedar Creek local who has built on the lake since 2011, evaluates developments differently than most buyers. While marketing materials tend to focus on amenities and aesthetics, experienced lake builders pay closer attention to things that don’t always show up on a site plan: water depth, access to the boat, elevation, and how people actually live day to day.
Those considerations are what drew him to Emerald Bay, a gated, master-planned community on the deep end of Cedar Creek Lake that CandysDirt.com has followed since its launch earlier this fall.

One of the first things Payne looks for is water quality and depth. Emerald Bay sits on the deeper portion of the lake, an area known for fewer obstructions and easier navigation.
“That water is good water,” Payne said. “I used to deer hunt around there years ago. It’s a really good area of the lake — deep water, fewer stumps.”
Boat access is another factor that separates experienced lake buyers from first-timers. In some communities, getting from the house to the boat can involve a long drive or golf cart ride to a distant centralized marina. Emerald Bay was designed differently.

“Emerald Bay has easier access to the boat,” Payne said. “You’re not seven miles away at a big central marina.”
The community will include shared marinas, as well as the option for individual docks on waterfront homesites — a feature that isn’t available on every North Texas lake, or Cedar Creek lake community.
A Community Built for How People Actually Live

Emerald Bay’s infrastructure was another deciding factor. The development features concrete streets with curb and gutter, underground utilities, public water and sewer, engineered drainage, and fiber connectivity — details that matter more when lake homes are used year-round rather than just on weekends.
“Here at Cedar Creek Lake, a lot of lake homes are primary residences,” Payne said. “Custom building your home comes with a lot of decisions. But during the custom build process here, we have a good time. Building your dream home should be exciting.”
That full-time mindset carries through Emerald Bay’s planning, where interior homesites are still tied directly into the lake lifestyle. The latest lot under contract, Lot 15 on Sapphire Way, is a 0.34-acre interior property that offers water views. Its buyer will also receive exclusive rights to a boat slip in the community’s shared marina, now underway.
For Payne, that kind of integration matters.
“You shouldn’t feel disconnected from the lake just because you’re not directly on the water,” he said.
Why Build a Spec?
Payne’s decision to build a spec home at Emerald Bay wasn’t accidental. The home, which is expected to break ground immediately and take about four months to complete, is designed to serve as both a finished residence and a real-world example of what Cedar Lux offers.
“Seeing a home works better than a theory,” Payne said. “You can say, ‘Here it is. This will be your home. This will be your view of the lake.’”
The planned four-bedroom home will span approximately 3,200 to 3,400 square feet and include two downstairs suites, a game room, and a large kitchen with premium appliances. The interior lot’s depth — roughly 180 feet — allows for usable outdoor space as well as strong curb appeal.
There are also less noticed but equally important features in this spec: foam encapsulation, hardwood floors, steel stair banisters, illuminated stair treads, slot diffusers integrated into the ceilings, and full smart-home automation.

The Cedar Lux Approach

Cedar Lux Properties was founded in 2015 and has grown from smaller homes into high-end custom and multimillion-dollar builds. Payne’s wife, Chelsea Payne, is half-owner of Cedar Lux and leads the design side of the business.
“I get the home to sheetrock, and Chelsea takes it from there,” Payne said. “She’s been doing this for 13 or 14 years.”
According to Donna Smith of Duggan Realty Advisors, Emerald Bay’s exclusive marketing agent, that attention to detail is exactly why Cedar Lux stands out.

“Something I love about Cedar Lux is how meticulous their homes are,” Smith said. “They’re extremely clean and extremely detailed.”

A Calculated Choice
“I’ve built multi-million dollar homes down to $250,000 homes,” he said. “Building at Emerald Bay made sense.”
With its gated setting, deep-water location, marina access, and infrastructure already in place, the community avoids many of the pitfalls Payne has seen elsewhere over the years.
For buyers evaluating Cedar Creek Lake — and for builders deciding where to invest their time and reputation — those details matter.
And for the Paynes, that is enough to say yes.
