Tracy Warren Saint Amour, CEO of Warren Properties, celebrates at the ribbon cutting for Parkwood Oaks Townhomes in Bedford.

The Texas sunshine set the tone last week as city leaders and developers gathered for the ribbon cutting at Parkwood Oaks Townhomes, the newest addition to Bedford’s residential landscape.

The celebration at 3800 Harwood Road marked the debut of a $17.5 million project, designed to offer rental options with modern design and amenities. The development features 72 townhome units in both two‑ and three‑bedroom floor plans in a convenient North Texas location.

Parkwood Oaks Townhomes has begun leasing its 72 units Bedford.

Parkwood Oaks is owned by Warren Properties of Rancho Santa Fe, Calif., which partnered with Rexing Development, BBL Building Company and Bedford‑based Arrive Architecture to bring the project from concept to completion.

“This is a place that people are going to be proud to call home,” said Trent Rexing, owner of Rexing Development, at the ribbon cutting attended by the owners, stakeholders and city officials.

The Bedford complex is the newest project for Warren Properties, led by CEO Tracy Warren Saint Amour of California. Now a multi-generational business, the company has worked for 89 years across the states of not only Texas and California, but also Alabama, Indiana, Nebraska, New York, North Carolina, Tennessee and Utah. This newest project evidently is unique.

“I’ve never been prouder of a project,” Saint Amour told the assembled group at the ribbon cutting.

Construction Complete

Although the City of Bedford approved the project’s zoning in 2006, the groundbreaking took place in 2024. Construction was completed this year with 50 three-bedroom townhomes and 22 two-bedroom units. Square footage ranges from 1,314 square feet to 1,450 square feet.

Parkwood Oaks Townhomes feature lofty ceilings, recessed lighting and wood-like flooring.
Stainless-steel appliances are park of the kitchen package.

Each residence features high ceilings with recessed lighting, bedroom ceiling fans and kitchens outfitted with stainless steel appliances and granite countertops. Unlike most rental properties, the two-story townhomes feature attached two-car garages with built-in storage. The primary bedroom in each unit offers a walk-in closet and a walk-in shower. The property’s amenities include walking paths, a swimming pool with cover pavilion and three barbecue pavilions, complete with grill and picnic tables.

“We wanted to create a community feel, so we splurged on some of the amenities,” Rexing said. “We wanted to build amenities that lend themselves into the lives of the residents. We want that neighborhood feel.”

Floorplans include both two- and three-bedroom units.

Meeting Housing Demand

Developers say the project is designed to meet growing demand for spacious, well-appointed rental housing in the Mid-Cities area, especially among professionals seeking proximity to Dallas-Fort Worth International Airport and major employment sites.

“There’s a need for products that look like a home, but are more affordable than buying a home,” Rexing said.

Construction is complete, and 26 units already have been leased. Bedford, a city of approximately 50,000, is a fully developed, land‑locked Mid‑Cities suburb with no large tracts left for housing development. As North Texas continues to draw a steady stream of newcomers, the housing demand is rising and residential properties are scarce. The townhomes could bring a housing solution to those thinking the Mid-Cities, with easy access to Dallas, Fort Worth and Arlington, is important.

“We wanted it to incorporate seamlessly to the area,” Rexing said. “We did our best to make it look and feel like that area in Bedford.”

The property offers both two- and three-bedroom floorplans.
